Angela J. Carter is a community-rooted advocate and systems change strategist working at the intersection of equity, racial justice, governance, research and ethical innovation. With more than four decades of leadership across journalism, corporate communications, nonprofit executive management and health system reform, she bridges grassroots realities with institutional decision-making.

Rooted in decades of advocacy within Black, African and Caribbean communities, Angela brings a lived and relational understanding of how structural inequities manifest in health, economic opportunity and social wellbeing. She has been a strong champion of community-based participatory research and patient-oriented approaches that position communities as equal partners in generating knowledge and developing solutions.

Angela currently serves as a Research Associate with the Institute for Better Health at Trillium Health Partners and co-chairs several cross-sector initiatives addressing Black health equity, anti-Black racism, and community safety. As former Executive Director of Roots Community Services, she helped lead the vision and partnerships that secured more than $25 million to establish the Black Health & Social Services Hub in Peel, which is seen as a blueprint for other communities.

She has authored and co-authored peer-reviewed publications and contributed to funded research initiatives aimed at redesigning systems through data, collaboration and accountability. A lifelong learner and seasoned communicator, Angela holds a Bachelor of Arts from York University and a Master of Professional Communication specializing in International and Intercultural Communication from Royal Roads University.
